dielectric shielding

Dear all,

I want to add a dielectric around a wire (A=0.1*0.1cm2). I go through COMSOL version 4.1 user guide and I found out that there is Dielectric part in Electric Current node. But I could not find this part in COMSOL 4.3a (the version that I work with). How can we define dielectric part surrounded a wire? If I apply Electric Insulation to the boundaries of wire apart from the default definition that COMSOL add to all boundaries, the results will be the same as dielectric?

If COMSOL considers a specific material to the boundaries that Electric Insulation have been applied to them?
