failed to find consistent initial values in transient CFD

I am doing a transient CFD calculation with time varying boundary condition. The inlet boundary is a pressure jumps from zero to 10^5 Pa. I created a unit step function step 1 in global definitions. and the boundary condition for the inlet is set as follows:
Pressure, no viscous stress
Pressure: P_o scale 10^5*step(t[1/s]).
The mesh is square mapped mesh.

So I have the right unit setup. But I get the error failed to find consistent initial values. How should I eliminate the things not right in this model
