How to choose specific areas in a model & How to apply angled forces

Hi, I'm a complete beginner here!

I'm making a new material, but I don't know how to apply it to a specific area of my model. I've attached the image of my model. So far, I can only select ALL of the red part (ball and neck), but I only want the material to be on the top half of the ball.

Also, how do I apply a force in an angled direction on the top half of the ball?
