BATCHLICENSES vs regular LICENSES

I thought since all of my school's regular licenses were being used (seen via LMTOOLS), that I could run the simulation in batchmode since nobody is running anything in batchmode (where we have the same number of licenses for every module and its batch equiv). But it still says I can't run because of a license error. Any ideas?
