Shear force as pointwise constraint in wetted wall (two-phase flow).

I need to implement an additional (shear) force applied on a fluid at its surface where a "wetted wall" boundary condition is set (two-phase flow, in fluid dynamics). So it is an external force on the fluid. I use an expression including the corresponding component of the total stress tensor. But I get a result equal to not applying that constraint.
Can anyone help, please?
