Electromagnetic wave propagation through multiple layers using waeq

I am using the waeq (wave equation PDE) to model electromagnetic wave propagation through a thin film stack. I tried a basic model with two rectangular blocks, one over the other and assigned different materials to them. I assigned a Dirichlet boundary condition one of the boundaries of the rectangle at the bottom. But I see that without assigning a Dirichlet condition to the top rectangle as well, there is no wave coupling from one block to another. My assumption is that since the material properties like relative permittivity and permeabilites are known to the model, the computation would solve for the boundary reflections and transmissions.. Is it not the case? Also is waeq the right tool to solve a multilayer problem (wavelength range = 300 to 1500 nm)?
