Not getting vortex shedding

While solving a vortex shedding problem on flow past cylinder in version 5.6 COMSOL, I get shedding pattern on physics controlled extremely fine mesh but flow does not shed by using user controlled mesh with same specifications of extremely fine mesh sizes along with localized mesh. What is the reason for that and how can I solve that? My meshing Pattern is attached herewith. My analysis is 2D and inlet velocity is 1 m/s.
