the area of influence of mesh 'Size'

I am simulating the 3D flow over a building. My computational domain contain only one small building at the center of the domain. My domain size is about 11x11x6 of the building height. Concerning the mesh, I first used 'Free Tetrahedral'. At 'Size 1' of the 'Free Tetrahedral', I specified 'Normal'. Then I added 'Size 2' to the 'Free Tetrahedral'. At 'Size 2', I applied 'Physic controlled' and 'Fluid dynamic' and then 'Finer' at all walls of the building. I found that the gird is very dense around the building. However, one unexpected thing happened. There is also one dense-grid zone around the top of the domain right above the building. Meshes looks normal in the region between that zone and the zone that just right top of the building.
So I was wondering what happened. And how can we specify the area of influence of the mesh 'Size'?
