No temperature change when I change the heat transfer coefficient

I am doing a electric heater simulation by using heat transfer module and electric current module. For the boundary of heat flux, I use convective heat flux. But when I change the heat transfer function from 10 to 10000, the temperature of my device does not change. I think that the change of heat transfer function would change the temperature.
The simulation file is attached.
Does anybody possibly know what is wrong with my setup? I appreciate any suggestions or help!
