how to model to water droplets in a channel with oil

Hi, I am trying to model two water droplets in a channel with oil and merge them by applying a voltage across the droplets. the surface tension value is 0.05N/m. the droplets are not staing staionary even if my inlet velocity is zero and the voltage is zero. can anyone help me to sort out this issue.
