how do I model a stretching plastic jet

Hi
I am trying to model a rapidly stretching perfectly plastic incompressible jet.
Input data is the strain rate, density, radius and yield strength of the jet. an effective viscosity is also known
but this is not important here because the divergence of the deviatoric stresses vanishes.
Naviers Stokes equation applies.
Basically I am trying to apply a stress to a boundary of a long cylinder (axisymmetric) but cannot get it to stretch
in a time dependent study even with a moving mesh.
