two-way valve pressure transient problem

I compute the problem of the two-way valve with certain pressure difference between inlet and outlet. Using turbulent model I find the steady state solution in the attached file. The I am trying to compute the CFD problem with time varying boundary condition (the inlet pressure suddenly jumps). However, the same mesh does not give me a solution. The error is "Failed to find a consistent initial value". Do I have to change the initial value? Currently I have all initial value set to be zeros. I looked on the forum, find that someone suggest to make the step function smoother. But that does not seem to be the solution for my error.
