Is it possible to introduce phase discontinuity for rf/wave optics/ray optics simulations?

As we know that an ultra-thin meta-surface could introduce additional phase interrupt at the interface of two mediums, I'm wondering if we can apply certain boundary condition at the interface to mimic the corresponding meta-surface, i.e., introducing addition phases when the refracted/reflected waves leave the interface?
