Convergence problem in very low velocity

HI, I am using Euler euler method to simulate multiphase flow in 2D domain. When my inlet velocity is 0.001 m/s the solver is showing the below error (attached). I have used "automatic highly non-linear (Newton)" method as non-linear solver for uc,ud,and p. But whenever im using slightly higher velocity ( say 0.002 m/s) it is converging.

Is it the problem with velocity ?
