Inductance calculation of different media (air / sea water)

When calculating the inductance of a single coil, set all domains as sea water and air respectively, and the calculated inductance value of the coil is the same (in fact, there is a big gap between the two). The geometric setting of the solution domain is the solid, and the material selection is all domains. So there are questions about the principle of how to set the solution domain?
