Pipeline Overpressure due to thermal expansion

I am having a problem on my high pressure pipelines, when it isolated or fluid is standstill under pressure there is a build pressure which trip off the operation of the system. So I have assume to install thermal relief valves but I need to follow installation rules and document with evidence of calculations. Can anyone help me regarding this matter. If I am correct or not and what need to be done better to keep the pipeline system safer.
