quick question: boundary conditions in electrostatic

HI,
i am trying to define the boundary condition between an electrode and an the insulator(the electrode is wrapped with the insulator of 0,2mm thickness). the other electrode has the boundary condition ground, they are surrounded by air at 1atm. the gap is 1mm.

i am working in electromagnetics / electrostatic, 2D

please give me some ideas.
