Singular Matrix error when solving over nanometer features

I am currently running a 2D emw mode analysis for a parallel plate transmission line. The plates are modeled as rectangular perfect electrical conductors of dimensions 300 nm by 45 nm, separated by 8 nm. The two plates are enclosed in a box of air that is 4.5 um by 4.5 um, with boundaries set to perfect magnetic conductor. When I run the simulation, I get the following error regardless of how fine the mesh is:

The following feature has encountered a problem:
- Feature: Eigenvalue Solver 1 (sol1/e1)
Singular matrix.

When I change all of the dimensions from nm to mm, however, the correct solution is obtained. So there is some error present when running in nm scale that is absent in mm scale even though all relative sizes are identical in the two cases. It seems like there is some absolute resolution or tolerances I need to change somewhere to handle nm features, but I can't find it. Any ideas? Thanks you!
