How to use weak contraint to write boundary condition of the interface including vector quantity

I have put my question in the attachment, I do not know how to write this kind of boundary condition by weak contraint, since there is vector quantity of both normal and tangential directions. And I do not know how to define them in the weak contraint. Please help me to explain it. I have read all the links of blogs of comsol, but I never found one talked about how to write the form of normal of tangential vectors. The detailed weak form boundary condition is in the attachment, anybody who can help me solve this problem? Thank you so much!
