Heating element related to Inside Surface Temperature

Dear All,

Momentarily im working on a wall make up.
As can be seen in the attachment, at the blue line a heat element will be applied.
This heating element should keep the Inside Surface Temperature at a stable temperature (i.e. 22 degrees).

However, in the model the Insulation thickness (first layer above the blue line) and outside temperature (top of the picture) will vary. So also the amount of Watt the heating element has to provide will fluctuated.

Now is the question, how can i connect the heating element in such a way that it keep the inside surface temperature stable? If possible, can i read out the output of Watt of the heating element?
