If the dimension of the structure are in the order of magnitude of the wavelength you are interested in, you must choose RF, if the wavelength is much bigger (at least 10 times, but this absolute minimum) you can choose AC.
In either case you would probably choose a frequency domain study.
You can use, ports, lumped ports, terminals and potential BC to apply a signal. There are some examples in the model library.

There is a bunch of models under AC/DC > Capacitive Devices. Maybe you need to update the model library. And I would recommend to update to the latest COMSOL version. The 4.0 version is said to be pretty buggy.
