Inlet: velocity or fully developed flow?

Hi I am using an "inlet" condition for my model in "laminar flow" physics. What are the differences between "Velocity" and "Fully developed flow"? Which one should I use and is better?

It depends entirely on the physics of your problem.

Fully developed flow is correct if...the flow is fully developed...which happens when there is a sufficiently long straight region ahead of any obstruction.
