ExB drift in annular plasma

I am trying to simulate E cross B drift in an axisymmetric annulas. I started from the thermal plasma example from comsol which already has an axial magnetic field. I added a radial potential difference acrross the annulas. Given a B field ~.01 T, an E field ~ 20,000 V/m, and an incoming flow velocity of .2 m/s I am expecting to see some azimuthal velocity in the plasma, but the phi velocity is 0 everywhere. I have tried many different plasma configurations including computing ion and electron tensor transport properties. Any help with some settings I may be mising would be much appreciated.
