Elasticity Matrix for a locally anisotropic material

Hello,

I want to simulate a fiber filled material. Due to the fibers I do have an highly anisotropic material, where the Elasticity in each direction is locally different. Now many Material Data can be read with the interpolate function. However, From the Comsol Doc The Elasticity Matrix in an anisotropic case needs 21 input parameters to be defined. Can I use the interpolate function to define this locally? How does the input function needs to look like?

x,y,z,D11,D12,D13,D14,...,D61,D62,...?

Is there a better way to use locally anistropic Elasticity?

How do I calculate the parameters? In the Doc it says combine Functions 3.13 - 3.15. All functions calculate D in an isotropic case. Do I just need to add them?
