Swirling Ring Vortex

I am trying to create a swirling ring vortex with an in- and outflow to support the vortex using a 2D axis-symmetric model (rotational symmetry of the torus). However, the swirl (motion along the torus directrix) would point in the third dimension in a 2D model. In the attached picture the swirl is given by the red arrow and is induced by the "central outflow with swirl". Is it possible to define this swirling outflow in a 2D axis-symmetric simulation? Or is a full 3D simulation required to do this?
