Setting of material properties

Hello,
I know the conductivity of the material and I set it at conduction current in wave equation, electric. Then I don't know what the relative permittivity and permeability are in wave equation, electric. Could I set relative permittivity=0 and relative permeability = 1? In fact, I don't know the relationship between the conductivity, relative permittivity and permeability.
