Turbulent Flow, Cell Reynolds and Wall functions

I´m trying to replicate the tutorial for Displacement Ventilation. According to the PDF file a cell Reynolds number of at most 20 means the mesh is appropiate, and in another file from COMSOL it states that wall lift-off values should be 11.06 throughout the whole geometry. Both of these conditions are met for a first approximation of the model, but the real solution doesn´s meet them, with Cell Re in the range of 100´s.
Is this behaviour to be expected when solving turbulent flow models?
